Beth Mellen Harrison

Supervising Attorney

Beth Mellen Harrison is a Supervising Attorney in the Housing Law Unit and the Director of Legal Aid’s Landlord-Tenant Court-Based Legal Services Project and Housing Right to Counsel Pilot Project. Beth represents clients in complex affirmative and defensive landlord-tenant matters in D.C. Superior Court and the D.C. Court of Appeals. She also litigates claims before administrative bodies, such as the D.C. Housing Authority and the Office of Administrative Hearings. Beth supervises Staff Attorneys, Fellows, and Loaned Associates in the Housing Law Unit. She also is active in policy advocacy at the D.C. Council and with several District agencies and is a member of the D.C. Superior Court Landlord and Tenant Advisory Rules Subcommittee.

Prior to joining Legal Aid in September 2005, Beth was the Francis D. Murnaghan, Jr. Appellate Advocacy Fellow with the Public Justice Center in Baltimore, working on state and federal appellate cases involving civil rights and poverty law. She also clerked for the Honorable Catherine C. Blake of the U.S. District Court for the District of Maryland.

Beth received her B.A., summa cum laude and Phi Beta Kappa, from Wellesley College, and her J.D., magna cum laude, from Harvard Law School. While in law school, she served as editor of the Harvard Journal on Legislation and won Best Team in the 91st Annual Ames Moot Court Competition. In September 2015, Beth was named by the National Law Journal as one of D.C.’s “Rising Stars” in its article recognizing 40 attorneys under 40.

Beth also serves on the Board of Trustees for Beacon House Community Ministries, a nonprofit, community-based organization that provides tutoring, mentoring, cultural, athletic, recreation, and nutrition programs to low-income children in the Edgewood Commons community in Ward 5.
