Shirley Horng is a Senior Staff Attorney in the Consumer Law Unit.  She helps homeowners keep their homes and avoid foreclosure.  In addition to preventing foreclosures, Shirley represents consumers facing debt collection matters in D.C. Superior Court.  She also regularly testifies before the D.C. Council on legislation and issues impacting low-income homeowners and consumers.  

Shirley joined Legal Aid DC in September 2007 as an attorney in the Housing Law Unit and transferred to the Consumer Law Unit in September 2016.  As a tenants' rights attorney for nine years, she helped tenants keep their housing subsidies, avoid eviction, enforce rent control laws, and get repairs made.  

In 2020, Shirley was elected to serve a three-year term on the Steering Committee for the D.C. Bar Public Interest and Courts Community, and she previously served two three-year terms on the Steering Committee of the D.C. Bar Litigation Section.  

Shirley received her B.A., with high honors and Phi Beta Kappa, from the University of Texas at Austin.  She received her J.D. with honors from the University of Texas School of Law.
