Senior Staff Attorney
Shirley Horng is a Senior Staff Attorney in the Consumer Law Unit. Shirley represents homeowners facing foreclosure and consumers with debt collection matters in D.C. Superior Court. She also regularly engages in advocacy on legislative, regulatory, and court reforms to increase access to justice on behalf of low-income D.C. residents. In 2015, Shirley was elected to the Steering Committee of the Litigation Section of the D.C. Bar, on which she will serve until 2018.
Shirley joined Legal Aid in September 2007 as an attorney in the Housing Law Unit before transitioning to the Consumer Law Unit in September 2016. As a housing attorney for nine years, she represented tenants in eviction cases and housing conditions cases at the D.C. Superior Court. She also represented tenants in claims before administrative bodies, including challenging unlawful subsidy terminations at the D.C. Housing Authority and challenging illegal rent increases at the Office of Administrative Hearings. In addition, Shirley regularly testified before the D.C. Council on legislation and issues impacting low-income tenants.
Shirley received her B.A., with high honors and Phi Beta Kappa, from the University of Texas at Austin. She received her J.D. with honors from the University of Texas School of Law, where she served as a student attorney in the Criminal Defense Clinic and the Housing Law Clinic. Shirley was also a legal intern at the Public Defender Service of the District of Columbia, the Texas Civil Rights Project, and Texas Rio Grande Legal Aid. While in law school, she was selected as a William Wayne Justice Public Interest Scholar and later received the University Co-op Postgraduate Public Interest Award.
