Allan Fisher, 96, a founder and former director of the Legal Aid Society of the District of Columbia, died of respiratory failure Sept. 15 at Blumenthal Jewish Home in Clemmons, N.C. Mr.
Howard C. Westwood, a lawyer with the Washington firm of Covington & Burling and a specialist in airline law, died at his home in Washington. He was 84. Mr. Westwood joined Covington & Burling in 1934.
