Elena Bowers is a Managing Attorney in the Housing Law Unit. She represents low-income tenants in eviction cases before the D.C. Superior Court. She also litigates housing law claims before administrative bodies, such as the D.C. Housing Authority and the Office of Administrative Hearings. Elena is proficient in Spanish.

Prior to joining Legal Aid DC in September 2016, Elena was a law clerk to the Honorable Yvonne Williams at the D.C. Superior Court. Prior to her clerkship, Elena did a Reproductive Justice Policy Fellowship at the National Latina Institute for Reproductive Health.

Elena is a 2014 graduate of the University of Michigan Law School, where she was a student attorney in the Child Advocacy Law Clinic and the Human Trafficking Clinic. Elena received her B.A. from Pomona College.
