Frances Brumley is a Staff Attorney in the Family Law and Domestic Violence Unit at Legal Aid DC, where she represents survivors in civil protection order proceedings and other family law matters. Before joining Legal Aid DC in January 2026, Frances worked as an Associate Attorney at the Burr Law Firm, representing clients in litigation and mediation navigating divorce, custody, child support, and other family law issues. Prior to her work at the Burr Law Firm, Frances served as a Judicial Law Clerk to the Honorable Jennifer A. Di Toro at the D.C. Superior Court. Frances earned her J.D. from The George Washington University Law School, where she was a member of the The George Washington International Law Review and a student attorney in the Family Justice Litigation Clinic. She holds a Master of Theological Studies from Harvard Divinity School, with a concentration in Religion, Ethics, and Politics, and a B.A. from Tufts University, where she graduated cum laude in Art History and Religion. Frances is a member of the D.C. LGBTQ Bar Association
