Joy Levin Welan

Staff Attorney

Joy Levin Welan is a Staff Attorney in the Domestic Violence/Family Law Unit. She represents domestic violence survivors in civil protection order cases and other family law matters, and conducts intake at the Domestic Violence Intake Center in the D.C. Superior Court. She is proficient in Spanish.

Prior to joining Legal Aid in November 2017, Joy was an attorney advisor and trial attorney in the Disability Rights Section of the Civil Rights Division at the U.S. Department of Justice. She received the Assistant Attorney General’s Distinguished Service Award twice. Prior to joining the Civil Rights Division through the Attorney General’s Honors Program, Joy clerked for the Honorable Judith Bartnoff of the Superior Court of the District of Columbia. Joy was also a Georgetown Women’s Law and Public Policy Fellow.

Joy graduated with a B.A in Women’s Studies, summa cum laude, from The George Washington University. She received her J.D., magna cum laude, from Georgetown University Law Center, where she served as an Administrative Editor of the Georgetown Law Journal. While in law school, Joy represented clients in the Domestic Violence Clinic and the Institute for Public Representation, and interned at the Washington Lawyers’ Committee for Civil Rights and Urban Affairs and NARAL Pro-Choice America. She has also previously served as an intern at the National Women’s Law Center and Amnesty International USA’s Women’s Human Rights Project. She received the National Association of Women Lawyers Award for academic excellence and contributions to the advancement of women in society.
