Heather Latino

Deputy Legal Director

Heather Latino is Legal Aid’s Deputy Legal Director with primary responsibility for overseeing Legal Aid’s Consumer and Housing Law practices. She also engages in systemic advocacy to improve low-income tenants’ access to justice including serving on the D.C. Superior Court Landlord and Tenant Working Group, the Access to Justice High-Volume Courts Sub-Committee, and the DC Bar’s Pro Bono Task Force’s Housing Working Group.

Immediately prior to assuming this role in July 2019, Heather served as a Supervising Attorney in the Housing Law Unit from 2017 to 2019. In that capacity, she represented tenants to preserve safe and affordable rental housing before the D.C. Superior Court, the D.C. Housing Authority and the Office of Administrative Hearings.

Heather also supervised and directed Legal Aid’s Consumer Law Unit from 2011 to 2016, where she oversaw the significant growth of our consumer practice. Heather was instrumental in helping to establish courthouse projects on both the debt collection and foreclosure calendars which provide economically vulnerable consumers with same-day representation to protect their limited income and assets and prevent avoidable foreclosures. She has provided training to judges and mediators in the Civil Division of D.C. Superior Court on a range of topics, including access to justice, foreclosure prevention, and abusive debt collection practices. She is a former member of the National Association of Consumer Advocates and served on the Steering Committee for the District of Columbia Bar Association’s Antitrust and Consumer Law Section from 2013 to 2016.

Prior to joining Legal Aid in November 2011, Heather was a partner in a successful plaintiff-sided civil litigation firm where she also chaired the Montana Trial Lawyers Association Public Service Committee.

Heather received both her B.A. and J.D., with honors, from the University of Montana where she was an editor of the Montana Law Review.
