Heather Latino

Supervising Attorney

Heather Latino is a Supervising Attorney in the Housing Law Unit. Heather represents tenants in eviction and housing conditions cases before the D.C. Superior Court. She also litigates housing matters before administrative bodies, including the D.C. Housing Authority and the Office of Administrative Hearings. Additionally, Heather engages in systemic advocacy to improve low-income tenants’ access to justice including serving on the D.C. Superior Court Landlord and Tenant Working Group and the Access to Justice High-Volume Courts Sub-Committee. Heather is also a member of the DC Bar’s Pro Bono Task Force’s Housing Working Group.

From 2011 to 2016, Heather supervised and directed Legal Aid’s Consumer Law Unit which works to protect economically vulnerable consumers’ limited income and assets through a combination of direct representation and systemic advocacy. Heather assisted clients with debt collection matters, claims of unfair and deceptive acts and practices, foreclosure prevention, and credit reporting issues. Heather has provided training to judges and mediators in the Civil Division of D.C. Superior Court on a range of topics, including access to justice, foreclosure prevention, and abusive debt collection practices. She is a former member of the National Association of Consumer Advocates and served on the Steering Committee for the District of Columbia Bar Association’s Antitrust and Consumer Law Section from 2013 to 2016.

Prior to joining Legal Aid in November 2011, Heather practiced in Montana where she was a partner in a small civil litigation firm. Her practice focused on representing individuals with claims related to insurance; unfair trade practices; consumer issues; medical malpractice; and product liability. Heather served on the Board of Directors for the Montana Trial Lawyers Association and chaired their Public Service Committee.

Heather received both her B.A. and J.D., with honors, from the University of Montana where she was an editor of the Montana Law Review.
